    For Aug 12 moonrise 23:25, Aug 13 moonrise 24:00, Aug 14 moonrise 00:00, Aug 15 moonrise 00:44.   What????

    Sept 12 moonrise 24:20; Sept 13 moonrise 00:20.    Huh?

What it’s saying is there is no moonrise on 13th Aug and 12th Sep like some days tides have no afternoon high water. The Moon rose at 23:25 on 12th Aug. On 13th, by 23:59, it hadn’t actually popped above the horizon.  It did pop up at 00:00 on 14th.  The almanac writers didn’t want to leave a blanc space for Aug 13th, so the wrote 24:00.  Similarly, for 12th Sep, they wrote 24:20. It's exactly the same moonrise which occurs at 00:20 on 13th. DaveP
