What it’s saying is there is no moonrise on 13^th Aug and 12^th Sep like some days tides have no afternoon high water. The Moon rose at 23:25 on 12^th Aug. On 13^th, by 23:59, it hadn’t actually popped above the horizon.  It did pop up at 00:00 on 14^th.  The almanac writers didn’t want to leave a blanc space for Aug 13^th, so the wrote 24:00.  Similarly, for 12^th Sep, they wrote 24:20. It's exactly the same moonrise which occurs at 00:20 on 13th. DaveP
