    Could you explain the question more fully?

    My understanding is that almanac gives GMT for moon or sun rise/set at Greenwich.  Which would be time at center of any zone plus an interpolation to next days time for fraction of day you are away from Greenwich.  Additionally you need to account for observers distance from zone center in time for either sun or moon.

    ie question presumes erroneous premis.
