    This statement is true as regards the numbers themselves taken out of their own environment.

    I would rather think that your remark is the result of pure chance.

    As earlier shown, it looks like the -31.0' value you are quoting is rather the Inverse Refraction value for the Sun Hc at -0°15.2'.
