Your ICE printout is very interesting, Peter. The ICE refraction corrections for Sun and Moon of -34.0' seem correct for the lower limbs, whilst the -31.0' in Frank's USNO clone seem correct for the body centers.
I seem to remember seeing something in the notes to the discontinued USNO website about solar system bodies limb handling for the refraction data - but can't remember what it said!
