They still number runways with mag. headings is because most airplanes do not have a way to know true heading. The vast majoty of airplanes are what is called " general avation " and do not have the new GPS or electronic flight instruments. By ( USA ) law an aircraft must have a magnetic compass. Yea, most small airplane pilots have a hand held GPS unit but it is illegal to rely on it for flight. Only the instruments installed and certifed by a FAA inspector can be leagely used.
