I believe it’s a man-overboard float. My father had an Admiralty Manual of Seamanship (1937?) which, if I remember correctly, contained an illustration of the device.

Can anybody identify the black cross object with the golden balls sitting in a shielded support on the port side of the ship, just aft of the secondary armament?
