    Bob,

    Attached is the latest version of Celestial Tools.  You can use the "SR Methods & Fix" tool to directly compare NAO Concise (called NASR) with 229, 249 and several other sight reduction methods, looking for a difference.  (The "forms" are similar to those used in the United States Power Squadrons courses, and may not match the ones you are using exactly, but should be plenty close enough to do the job.)

    When I use the NAO Concise Reduction Form my intercept is keeps coming out almost exacactly a degree out than using 249 or 229. My HO is consistently higher than my HC. Any ideas?
