Something I forgot to add in my last post - the data used for the Nautical Almanac does not come from Greenwitch or even the USNO anymore. It is generated by the Jet Propulsion Lab in California. The JPL was set up to help the US military hit or not hit things with missles and spacecraft. Knowing where an astroide is plus or minus 100 m was easy - knowing where Venus was to nav requirements was childs' play.
