It looks like the link is victim of the usno.navy.mil website "upgrade". There is a new page https://www.usno.navy.mil/USNO/astrometry/optical-IR-prod/wds/orb6 but none of the links on it appear to work. The page carries the note
Please note: The frames version of the orbit catalog appears to be incompatible with some operating systems / browsers. Cavaeat emptor!
but I don't think that's whats going on. If it's incompatible with Windows / Edge and Firefox then they have real issues.
The search tag you provided is what I would have used. There is a collection of files at http://www.astro.gsu.edu/wds/orb6/ with http://www.astro.gsu.edu/wds/orb6/orb6orbits.html looking like a good reference. As this work was done a while ago I can't guarantee that it's identical to what I was using,
