Negative leap second news

A month ago it seems there were some news stories about a familiar old topic with some modest (debatable) relevance to celestial navigaton: leap seconds!! Here's an AP article:

The topic is climate change as a driver of the change in the dT in the past decade or so and the possibility that a negative leap second (very risky from a systems point of view!) might be required sometime around 2029 if the standard rules are followed. But then... weren't there other news articles not so long ago asserting that leap seconds had finally been consigned to the dustbin of history? Or were those stories putting the negative leap second before the imaginary cart?
