When the horizontal strength of the magnetic field is less than 0.03 oersted the compass is useless. Also, when the vertical field gets strong the 'north" end of the needle will be tilted downwards causing it to hang up on the pivot. Some expensive companies have an adjustable weight on the "south" end to balance this out.
