I'm sure it depends on the compass construction and materials.
If it is not a piece of magnetised tin but a modern Nd2Fe14B on the axis in the jewel bearings (which does not allow the magnet to tilt - only to rotate) - it will be usable in both hemispheres and in close vicinities of magnetic poles.
