Like a lot of equations in navigation it is either + or - depending on whether the Latitude and Declination are the same or different. In this case they are different and so the appropriate sign is +. -John Brown

I am a South Latitude East Longitude person and working on positions in America still seems back to front.
Yes, I am just the opposite (hemispherically speaking), and have the same feeling. :)
