That could be the problem. Try letting it view the sky for 30 minutes so as to pick up at least two copies of the UTC-to-GPS offset, that is, the sum-of-leapseconds. Perhaps the receiver should not be claiming to know UTC until it has a fresh copy of this data, although I imagine for practical reasons it does so anyway from the last known-good almanac. If after 30 minutes the time is still wrong, try a power cycle (a soft power-cycle, without removing the batteries). If it's still wrong, then indeed there's a firmware bug.
