I believe the scope holder/mount has been removed and replaced off angle. It looks like it needs to be clocked back around to face the mirror.
Just remove the 3 screws and re-mount it. It is not supposed to rotate. It only goes up and down relative to the mirror whe the dial is turned.
Also, vinegar is the best cheap way to clean and remove scale and corrosion from brass and bronze - just let it soak.
