Yes the channel to the reservoir might be obstructed. If that's the case a refill would be to little or no avail. You have to first solve this issue. Try to gently heat a bit the reservoir and chamber and see if more fluid is flowing in the chamber (don't melt the shellac though !).
However, as Dave mentioned, it might be difficult to tell an empty chamber from a full one in the absence of a bubble and if the chamber glasses/portholes are clean enough...
