In my writing, I have always been careful to point out the early civilian use of GPS, most recently in Chapter 1 of the Springer Handbook of Global Navigation Satellite Systems and the introduction to my GPS World column of September 2017: http://gpsworld.com/innovation-low-cost-single-frequency-positioning-approach-with-gps-bds-rtk/ Although those are specialized publications and likely to be overlooked by the popular media in doing stories about GPS, fact checkers should do a better job of getting the facts correct. Fake news is rampant these days.
