UTC-05:00 is Eastern Standard Time. UTC-04:00 is Eastern Daylight Time. Perhaps there is a setting somewhere to tell Outlook to use DST when applicable - if that's what you mean. I don't know.
You would probably have better luck asking your question on an Outlook or Microsoft forum.
