Drawing a line at the angle of the latitude is a standard method for drawing a longitude scale on a plotting sheet as it converts "departure" into difference in longitude. It was stndard on Navy Plotting boards, see attached instructions. It is also a standard mthod for plotting a fix on the E-6B flight computer.
