    The sense I get is:

    L(+/-)D means the result can be L+D and L-D

    L~D means (L-D) or (D-L) whichever results in a positive number.

    And therefore

    L (+/~) D means the result can be L+D and { (L-D) or (D-L) whichever results in a positive number }
