I have attached the presentation as a courtesy.
In this presentation, Helfrick proposes eLoran as the APNT system. Further he states 0.3 nm accuracy for eLoran, 95% of the time.
Helfrick also summarizes the same threats we have discussed recently. The threat of solar events is not specifically mentioned.
Neither the article by Dr Langley nor the presentation by Helfrick states CN as an APNT system
