There is a very good series of videos about celestial navigation on YouTube by a man named Chris Nolan. He's a former USCG cutterman, merchant mariner and a current faculty member of the Sea Education Association. When I saw the sextant being used by the Navy personnel in the article linked to by Jackson, I recognized it immediately. Chris must be one of the people (re)teaching the Navy how to do celestial. (See attached image.)
