Question about old sextant

Hello my friends of Celestial Navigation,
I have been consulted by the National Museum of Colombia about a sextant used by the Scientific Mission contracted by Francisco Antonio Zea and used for his meteorological studies, in 1823. It is described as being of English manufacture, assembly of wood and metal, 41 x 33.5 x 6.2 cm
I want to ask for your help if someone knows the operation of the part that I highlight in the image of the sextant and if someone has more knowledge about the history of this sextant.
