There was no RN officer named David Ross during this period.
There was an American David Ross who served in the Continental Navy, and in 1800 commanded a privateer during the Quasi-war with France.

There’s currently a Ramsden Sextant for sale on eBay. It’s a bit out of my league, but if genuine it could be quite a find. https://www.ebay.co.uk/itm/ANTIQUE-ASTRONOMICAL-MARITIME-SEXTANT-RAMSDEN-LONDON-C1780-CAPTAIN-DAVID-ROSS/233431855931. I can't find one exactly like it on Google, but the Vernier looks very Ramsden like. The bit about Bakelite is clearly wrong if it is a Ramsden. It wasn't invented until 1907. There was a Captain David Ross https://en.wikipedia.org/wiki/David_Ross_(naval_officer) . DaveP
