Thanks for pointing this out! You’re right, the text describing the Hohenkerk algorithm in the 2013 Explanatory Supplement is identical to that of Hohenkerk-Sinclair in the 1992 ES. (I just compared them word-for-word and number-by-number.) So apparently Young’s criticism applies to the formula for A in the middle of page 278 (and page 142 in the older ES), which he says is obsolete and should be replaced by a newer one.
There is no program listing in either ES, so I presume the mistakes Young found in that apply to Technical Note 63 only.
