Bob,
In comparing 1991 and 2007, two I happen to have, Polaris tables I see no similarity. The reuseability of solar tables every 4 years is related to the accuracy of the leap year rule, which works for 200 years. This rule accounts for solar orbit/ average solar day ratio not being an integer.
There apparently is no connection to polaris in that table. I'm guessing now that we see effects of nutation in the need for a new polaris table on a yearly basis.
