The only difference between an EPIRB and a PLB is how long they remain transmitting. They both transmit the identical message to the satellite. They both have the 120MHz homing signal.
An EPIRB transmits for a longer duration than a PLB. It is merely a battery size differential. There is no other difference I am aware of. Your mileage may vary.
The message will provide your position to 1 arc minute of latitude and one minute in longitude. Even at the equator, that's sqrt(2nm)=1.4nm. Your statement that it is 5 nm is simply too large and in error.
