... and for New Jersey in the case of Ellis Island. If the US Supreme Court ruling in 1998 in that matter were taken as a model for the Spratly Islands, the Chinese could claim jurisdiction (possession?) over the territory they filled, and whoever was there first can still claim it over what was there at the time.
