Hi Michael,
I too am outside of the USA -- in Costa Rica. Here are the links I've used in the past to download the Air Almanac, perhaps this is where you ended up?
However the current webpage only has 2022, 2023, and 2024 links:
I also tried the main page link above via a proxy server in the USA and got the same 3 links. I don't think they have the 2025 Air Almanac available for download yet.
You can order the 2025 Naval Almanac here though:
