Do not discount any of the other advice given. It may not be the leveling process.
Please post the sensitivity of your Starrett 98. Peter's point is spot on.
Another item that occurred to me is where you are placing the AH. It needs to be on a very stable, secure platform. It cannot be on a deck or porch, because as you move away for a low angle observation, your mass deflects the deck differently.
May I also suggest you post your step by step process of sight reduction. There may be a procedural error in your reduction.

Thanks for your advice. The cutting board is a 1/2 in. piece of high density polyethlene. The level was placed on the front surface of the mirror, which is 6 in. in diameter. Unfortunately, I have only one Starrett level, but am open to the purchase of a second one.
