Once again, thank you for the info.
Just by chance I found a little 32 page booklet published by the US goverement called H. O. 118 "The Sun's Apparent Declination and Equation of Time". Downloaded 1907. 1909, and 1911 from Google Books. Just EOT and Dec. with a few pages to adjust apparent time to mean time. Can't tell if it was made for sailors or not but the H. O. number indicates saliors.
If anyone has any info as to when it was published let me know.
