Brad,
Yes, every instrument has its' limitations and strengths.
But seeing by how much the natural horizon can (and very often does) move because of the abnormal weather - I thought if measuring the zenith distance is less prone to error(s). When I buy the IMS-3 - I'll be able to tell that myself.
