Thank you, Geoff and Frank, for clearing up the reason for the JPL Horizons / USNO disparity in reported lunar altitudes.

I did checks this morning for times of 14:00, 18:00, and 22:00 UT on 14 Oct 23 with observer at 28N 90W, for which USNO gave PA’s of 49.7’, 32.8’, and 52.2’, respectively.

The JPL Horizons lunar altitudes, with those PA’s added to them, equaled the USNO lunar altitudes.
