    Hello Ed,

    Both terms are used by photographers, rather than by astronomers or navigators. The "blue hour" (a.k.a. "l'heure bleue" if you wish to sound even fancier) describes the minutes just before sunrise or just after sunset when the sky takes on a blue color, and makes a very appealing background for a photographic subject illuminated with artificial light. The "golden hour"  describes the minutes just after sunrise or just before sunset, when sunlight has a warm hue and becomes a very pleasing source of natural illumination for a photographic subject.  You have no doubt seen  any number of photos using both approaches
