The Code of Federal Regulation defines "night" for the purposes of Federal Aviation Regulations as:
"Night means the time between the end of evening civil twilight and the beginning of morning civil twilight, as published in the Air Almanac, converted to local time."
This is found in 14 CFR 14.1 https://www.ecfr.gov/current/title-14/chapter-I/subchapter-A/part-1.
