Which is one half of a Sumner. Repeat with another lat/lng pair and you have s seconde LOP. The end result is the same as the St Hilaire method even though it isn't a St Hilaire.
A query - was "Sumner" included in the term "New Navigation" or was the latter just the St Hilaire?
