I agree and would like to add to Brad's comments.
I learned CN from the Canadian Power & Sail Squadron and live in Ontario, Canada (77d W). I distinctly remember our instructor constantly drill into us regarding Zone Description "Go to Greenwich"...in other words, like Brad, when going east, add and when going west, subtract. Therefore my ZD today = +5, in summer with DST, my ZD = (+5-1).
