GLONASS isn't any more likely to crash due to an operator error than a nuclear reactor is to melt down due to an error by an overconfident operator.
I don't know if you're referring to the 2014 GLONASS incident, but indeed this has happened. GLONASS was affected by a systemic ephemeris-upload error that brought the entire system down for half a day:
