That was only part of the material I have on the subject. I dug it up more than a year ago. My motivation had nothing to do with navigation. In recent years there have been proposals to eliminate leap seconds from the UTC, and even change its name if that happens. But GMT set a precedent for a re-defined time scale which retained its old name. I wanted to see how the issue was discussed back in the day.
