Further my last. If you look at the drawing of Troughton’s Groombridge Transit (Meridian?) Circle, https://en.wikipedia.org/wiki/Groombridge_Transit_Circle , you’ll note a certain similarity between the eBay device and the ‘Groombridge Circle’ aiming control. This is further evidence that the eBay device might be a training/setting up aid. Usual caveat. DaveP
