USNO Nav. Star Chart how Old?

I looked at the USNO Nav. Star Chart and discovered that the SHA for polaris from the Chart is about 328°
But from one year 2020 almanac the SHA is about 316°. That's a big difference.
I looked for few other stars SHA but the difference is minor compared with SHA Polaris.
So I wondered how old is the USNO Nav. Star Chart?
And is Polaris one lonely fast runner in SHA?
