Many readers here will be familiar with Trinity House, referenced in the extracts Paul Hirose has shared.
For those unfamiliar, Wikipedia has a reasonable write-up.

I had the pleasure of doing some work for Trinity House during my early career in the U.K. The work had nothing to do with lighthouses or navigation, but the fact that it was Trinity House was very exciting for me as a young man, sailor and navigator.
