As for the minimum angular distance between Venus and Mars, it sounds like something that might be listed in one of Meeus's books if you want a double-check on your number. I wonder what position on the Earth's surface would minimize the apparent distance, taking into account the small planetary parallaxes.

Thanks for the heads-up on this interesting conjunction. For your proposed lunar on Feb 22 at 3:00 UT, it seems that Uranus is also in the field, about 2 degrees from the lunar limb. A great pity that this planet is not listed in the NA :-). I'll try to get a photo if the weather is clear.Cheers,
