Hamilton 23 looks like a typical "deck watch". (Russian made an analogous watch). The Russian navigation manual says that it should be used with a sextant observation, and after an observation compared with chronometer. It was not recommended to move chronometer to the deck. Of course on aircraft or torpedo boats, a deck watch could replace a chronometer, since the time of travel or mission is not long, and one can compare it with a chronometer after return.
