Garry, I think you mean an alternative to GNSS (of which GPS and Galileo are examples). For maritime the alternative is CN + Radar (+DR + depth+ pilotage etc) , for aviation I understand it is inertial + radar + maybe still VOR. For road vehicles it is map +"wind down the window and ask directions" I suppose!
