It seems that this watch indicates the difference in local times between Paris and the various cities mentioned.
Without looking at a map for close checks,
for instance Brest is about 7°W of Paris hence local time in Brest is about "Paris LT - 28 minutes of time"
and for Milan (7° E of Paris) this watch indicates that local time is "Paris LT + 28 minutes of time"
