To me a chronometer is a timepiece with a constant rate of error. It's actual construction doesn't matter. My certified chronometer has a quartz movement, as does the one on my ship. Of course without a chronometer log to monitor the chronometer error, it become much less useful for navigation unless you shoot a lunar or use a time tick.
