Hi Tony,
Skills I expect as a navigator are: position finding by terrestrial/celstial/electronic means, compass error determination, DR's, Tides/current determination, chart/pub correction, noon slip information, and most critically, voyage planning. They should also be able to do the various sailings to tell me how many miles from port A to port B so I can figure out fuel consumption.
