What is special about 1938?

When I search for copies of the Admiralty Manual of Navigation I notice the by far the most common edition is that for 1938. Why?
My theory is that when the war started there was a big increase in sales of the ADMN. The edition at that time was 1938. There was a 1943 reprint but very few copies seem to be available.
