Raper seems to have a collection of ports, postions of maritime hazards ( a rock awash?) and includes places with no view of the sea like 'The New Melbourne Observatory' - where you could take your artificial horizon to determine GMT and correct the chronometer rate.
I have a recollection that the site in Melbourbe used to be the flag pole on a public gardens...
